Amina Pereira Why does the 'completed' definition only apply to 2016 onward, while the earlier years use 'finalized'? If these are equivalent, we should standardize the terminology. If they're different, the inconsistency creates a hidden comparability break that would affect trend analysis. Should we clarify or restate?

Looking at the time-series smoothing, the trailing three data points appear less reliable because the smoothing window shrinks as you approach the present. This creates the false impression of converging estimates. Should we explicitly exclude the last few points from trend analysis, or should we apply a different smoothing method at the boundaries?
I'd recommend we get a separate data validation project spun up — this metric is now business-critical and it deserves a formal definition document, test suite, and monitoring alerts.
The 2000 break is a rebasing — it shows up in every series from that source.
