The calculation of the 95th percentile uses all values including negatives, which pushes the percentile down and makes it less meaningful as an upper-bound metric. Should we either report the 95th percentile of absolute values, or should we exclude negative values from the percentile calculation?

The methodology note says 'as-of' logic, but I'm not sure what that means. Can we clarify?
