The Côte d'Ivoire reclassification in 2011 was supposed to improve coverage, but the actual numbers dropped 9% that year, which is counterintuitive if we're now including more data. This pattern suggests either a calculation error or a misunderstanding of what the reclassification actually changed. Should we audit the 2010-2011 transition? (edited to fix a unit)
