Occupational disease prevalence

The completed definition changed in 2016 from "transaction settled" to "outcome confirmed," which is a material change in what counts. The date of the change is known, but there's no restatement of the earlier figures under the new definition, making the 2016 transition a comparability break. Should we flag this, or should we include both definitions in the dataset?
