Reconciling this with the other chart

The Reykjavík boundary discontinuity in 2014 occurred because of a municipal merger, and our figures jump accordingly. However, historical data for the merged municipalities exists in separate files, but it's keyed by the old administrative codes. Should we attempt to align the historical data with the current boundaries, or should we clearly document the break?
The units on the tooltip don't match the axis label — one shows EUR and the other shows thousands, which is confusing when someone hovers and compares.

Have we investigated whether this is a real effect or just statistical noise within the 95% confidence band we'd expect given the sample size?
