The dataset includes records from Côte d'Ivoire alongside other West African nations, but the historical data uses a different regional classification system that predates the 1990 political boundaries. Should we apply a retroactive adjustment to harmonize the series, or would that mask the genuine structural break that occurred during the administrative reorganization?
